25.12.2025 / In which regions have hybrid and electric car sales fallen?

According to the marketing agency NAPI, 48.7 thousand new hybrid PHEV and electric cars were sold in January-November 2025, which was a 5.6% decline on the previous year, when 51.5 thousand units were sold. Hybrid car sales grew by 4.1% year-on-year, while electric car sales fell by 28%.

New electric car sales fell in all regions that entered TOP-10 list by hybrid and electric car sales in 2025. The Republic of Dagestan saw the sharpest decline (-74%). Only the Moscow region (-21.1%), the Krasnodar region (-22.8%), and the Sverdlovsk region (-24.2%) managed to stay above market value.

Sales of new PHEV declined in the Republic of Dagestan (-34.6%), the Krasnodar region (-24.6%), the Rostov-on-Don region (-24.5%), the Republic of Tatarstan (-19.1%), and the Sverdlovsk region (-0.1%). Sales increased in the remaining TOP-10 regions.

The share of hybrid cars in total sales across all regions was 77% in January-November 2025, having grown by 7.2 p.p. on the similar period last year. The share of electric cars decreased from 30.2% to 23% year-over-year. Among TOP-10 regions, the Republic of Dagestan showed the highest share of hybrid carss (96.8%), while the Krasnodar redion had the highest share of electric cars (30%).
