According to the marketing agency NAPI, 14.9 thousand new and used special purpose vehicles were issued for financial leasing in January-June 2025, which was a 46.8% decline on the previous year, when 27.9 thousand units were issued.
Leasing of road construction vehicles fell by 61.9%: as a result, the share of this segment decreased from 50.8% to 36.4% over the year. Leasing of agricultural vehicles did not fall so much (by 17.4%): so their share increased by 10.6%.
The impact of several factors lead to a decrease in the volume of leasing transactions, including increase in the key rate and tax changes introduced beginning January 1, 2025. At the same time, the purchasing power of organizations is declining. Companies increasingly prefer to take vehicles on short-term lease or even buy used vehicles.
Another factor for the decline in sales and leasing is the growing prices. Thus, over the year, from June 2024 to June 2025, agricultural vehicles appreciated by 7.8% (from RUB 4.4 million to RUB 4.7 million). Prices for road construction vehicles increased more significantly, by 14.8% (from RUB 10.1 million to RUB 11.6 million).
The situation faced by market participants who resort to leasing services can be demonstrated using a simple example. Let's assume that a company leases Lonking CDM6205 crawler excavator of 2025 year of manufacture for a term of five years. It can currently be purchased at the price of RUB 8.1 million. The average leasing rate varies from 29.6% to 30.1% per annum. Over five years, the transaction appreciation will be 75.3%-76.9%. Thus, the company will have to lease an excavator for RUB 13.9 - 14.1 million.
The difficult situation on the market and in leasing leads to a decrease in production rates. According to Rosstat, 3.6 thousand tractors were produced in the first half of 2025, which was a 8.7% decline on the similar period of the last year. In the production of bulldozers, the annual decline was 35.2%: in the first half of the current year, only 329 units were produced.
