17.10.2025 / Does the modern taxi population meet the localization law requirements
According to the marketing agency NAPI, as of October 1, 2025, the taxi population in Russia numbers 799.4 thousand cars with a valid permit. LADA (16.4%), KIA (14.9%) and HYUNDAI (13.4%) are the most popular models in the population. TOP-10 accounts for more than 80% of the taxi population. At the same time, LADA (8.0%), CHERY (4.1%) and HAVAL (3.5%) brands predominate among the fresh cars (produced in 2022-2025) available in the population.
The most in-demand model in taxi companies is HYUNDAI SOLARIS, which accounts for 10.4% of the total population. LADA GRANTA ranks second in the population of cars of all years of manufacture (9.9%) and first in the population of cars manufactured in 2022-2025 (5.9%). KIA RIO rounds out TOP-3 in the total population of cars (9%). The TOP-3 list of models among fresh cars includes HAVAL JOLION (2.7%) and LADA VESTA (2.1%).
Currently, taxi companies retain a significant number of models of European, Korean, and Japanese brands that have already left the market. However, on March 1, 2026, changes will come into force prohibiting the entry of non-localized cars into regional passenger taxi registers. The Ministry of Industry and Trade has published a primary list of cars that meet the new requirements. It includes 22 models of six Russian brands. The list includes cars with different types of engine (gasoline, electric, hybrid) and body (sedan, SUV, etc.). The list will be updated and supplemented with new brands and models, the production of which is localized in Russia.
It should be noted that so far only three models presented in the list of permitted ones are also included in TOP-10 as of October 1, 2025: LADA GRANTA and LADA VESTA (among models of all years of manufacture and those manufactured in 2022-2025), as well as MOSKVICH 3 (among models manufactured in 2022-2025).
As of October 1, 2025, fresh cars aged under 3 years prevail in the taxi population – 28.8% or 230 units. Cars aged 4-6 years account for 27.6% of the population or 220.4 thousand units, 7-10 years – 20.7% or 165.9 thousand units, and over 10 years – 22.9% or 183.1 thousand units.
The largest number of valid permits among cars of all years of manufacture was recorded in the Moscow region (16.5%), Moscow (12%) and the Krasnodar region (8.9%). Saint Petersburg occupies only the fourth place (5.6%). Among Federal districts, the Central Federal District (295.4 thousand units), the Southern and North Caucasian Federal Districts (146.1 thousand units) and the Volga Federal District (132.1 thousand units) are the leaders by the number of valid permits.
