16.03.2026 / NADDIPS: about the special purpose vehicle market state, shortage of personnel, projects and achievements of the Association
For two years, the National Association of Dealers, Distributors and Manufacturers of Specialized Machinery has been successfully acting as a coordination and information center for companies related to special purpose vehicles. The Marketing Agency NAPI discussed current projects, key initiatives and plans for the development of the organization with Egor Gennadyevich Teplov-Bareysha, NADDIPS Director and a member of the Management Board.
— How much has the Association grown since its foundation?
— The Association was officially registered on December 25, 2023. The first event was held in March 2024, when there were 5 companies in the organization. By the end of 2025, there have been already 50 companies in the Association, and it continues to grow. The Association includes major foreign and Russian special purpose vehicle manufacturers, distributors and dealers, as well as suppliers of commercial vehicles, agricultural machinery, attachments and other complementary goods. Now we combine 75-80% of the market.
— Tell us about the most significant current issues that you are working on.
— The main projects that the Association will work on were announced on December 4, 2025 during the general meeting and conference. Our plans include:
- Strategic partnership with Avito-Special Equipment.
- Creation of a unified information field on special equipment. Market analytics.
- Development of a system of national ratings of manufacturers and suppliers of special equipment.
- Creation of a section on special equipment in the register of bona fide suppliers.
- Legislative consolidation of such concepts as a distributor, a dealer and regulation of the activities of foreign manufacturers on the territory of the Russian Federation.
Moreover, we plan to hold a number of conferences, a forum with an exposition of equipment, to launch a national award and a series of "Faces of special equipment" interviews.
— How successful is the NADDIPS interaction with government agencies, and what has been achieved?
— At the moment, the key thing that has been achieved is a systematic and constructive dialogue. For example, we were invited to create a section on special equipment in the federal register of bona fide suppliers by NOSTROY colleagues, while the task is supervised by the Ministry of Construction of the Russian Federation. And we started discussing the issue of self-regulation of bona fide service providers in our industry with the Ministry of Industry and Trade of the Russian Federation. The idea was supported, and now it is taking on new forms. The interaction is ongoing.
— In one of your speeches, you spoke about the shortage of qualified personnel in the industry. Is the Association working to solve this problem?
— I can say with full confidence that we have plans to work with universities and colleges. Training of qualified specialists is a really important issue for market participants. We conducted a survey of the Association's members on this topic and obtained the following results:
- The profession of a process road-building machinery (RBM) engineer is a scarce and status-based one:
- the work involves not only interaction with machinery, but also optimization of construction projects;
- the engineer can lead more than 10 projects per year, implementing advanced solutions.
- The labor market situation:
- 74% of companies are experiencing a shortage of qualified personnel, of which 26% - the critical one;
- 66% of employers note that the applicants' level of knowledge does not match their salary expectations;
- there is a growing need for consulting engineers due to the increasing complexity of equipment (drones, 3D leveling, telematics).
- Required competencies:
- knowledge of road materials and laying technologies according to GOST and SNiP (63% of demand);
- skills in setting up 3D leveling systems (36%);
- working with Big Data and telematics (27%);
- adaptation of foreign technical documentation to Russian standards (18%).
— How do you assess the current special purpose vehicle market state? In this regard, what kind of assistance is most often required by Association participants?
— The market state is complex; in some sectors it is difficult. There are many reasons for this, this is a complex problem. The drop in demand for special purpose vehicles is caused by tight money policy, problems in the construction sector, geopolitics, changes in the distribution structure, and the difference between the conditionally Western system and the conditionally "Chinese" one.
Market participants need a clear understanding of the market situation, and this requires high-quality monthly analytics and regulation of game rules at the state level. Foreign manufacturers should understand that the Russian distributor and dealer are protected by law.
— What main achievements of the Association in recent years can you highlight?
— The most important thing that we have done is to bring together most of the players, create a community of like-minded people that meets regularly, up to 4 times a year, and formulate and implement strategic projects that are really necessary for the industry.
— What new projects and initiatives is NADDIPS preparing to launch in the future?
— As I have already said, we are going to start systematic work with universities and colleges. We are also planning to create a major event in Moscow with participation of representatives of the special purpose vehicle industry. Speaking of strategic initiatives, taking into account international experience, we would like to become a certification center for certain services and competencies, and, certainly, achieve our goals in the field of legislation.
